Since quite a while (CS2) the well known web development tool Dreamweaver has built-in technology from the Opera Browser: the Small-Screen Rendering technology to preview webpages for mobile phones (Adobe Device Central).
With Opera Desktop you can use SHIFT+F11 or Menu View - Small Screen to see a webpage like on small screens.
